What this service handles
Government and diplomatic movement is ordinary transportation with the tolerances removed. The manifest is controlled, the route may be decided by somebody else, the timing is fixed by protocol rather than by traffic, and a vehicle that turns up with a different driver than the one on the list does not go anywhere.
What VaultPac brings to that is the record. Which chauffeur is assigned to which movement, what changed and when, who was on the vehicle, and a dispatch picture that exists while the movement is running rather than being reconstructed afterwards.
Access, credentialing and route decisions belong to the controlling authority. VaultPac provides transportation inside their framework and to their requirements — it does not set them, and it has no authority of its own.

The operating experience behind VaultPac
The transportation experience behind VaultPac includes government-adjacent movement: Chicago Limousine participated in ground transportation for the 2012 NATO Summit in Chicago, coordinated through the Atlantic Council, where chauffeur screening for controlled-access areas was part of the operation. That work was performed by Chicago Limousine, not by VaultPac, and it is presented here as operating background rather than as a VaultPac engagement.

Can chauffeurs be screened in advance?
Yes, where the controlling authority requires it and defines the standard. Assignment is recorded on the movement so the person who arrives is the person on the list.
